BREAKING: Brgy. Captain In Gerona, Tarlac Was Shot Dead By Gun Men

Gerona, Tarlac -  “The killing is well-planned.”



This came as the Barangay Chairman of Dicolor was shot dead by unidentified gun men right in front of the barangay hall at around 6 am February 27, 2017.

PSupt Franklin Estoro identified the “victim of brutal murder” as Bernard Visaya, 3-term chairman of Barangay Dicolor.

Witnesses who requested their names withheld said they saw 3 unidentified men fleeing on board a motorcycle from where Visaya was shot.

“Nakasakay mag-isa si kapitan (Visaya) sa barangay service, nang mag-slow down siya sa hump sa harapan ng barangay ‘dun siya binaril”, said a witness.

Visaya was rushed to the Jecson Medical Center in Tarlac City but was pronounced dead-on-arrival.

Newly assigned police OIC Estoro said, “he succumbed to single fatal shot on the left back side portion of his shoulder”.

The type of gun used is being determined as there were no empty bullet shells found at the crime scene. The slug is yet to be extracted from the victim’s body.

According to a neighbor, days before the shooting of their village chief, they observed “conspicuous” motorcycle riding men frequently passing their barangay hall.

“His killing seems to be well-planned, but we cannot conclude yet if the killers were gun-for-hire, we are still investigating case”, also said Estoro

Another neighbor said, “si kapitan dating official ng Philippine Rabbit bus union noon sa Baguio (City) at nagkaroon siya ng problema sa mga kasamahan niya sa union doon kaya siya umuwi dito upang magtago. Meron ding mga galit sa kanya dawn a mga taga Victoria (Tarlac) na kinuhanan niya ng tubo (sugarcane) pero hindi niya binayaran. Meron din siyang pangalawang asawa dito sa aming barangay na dating asawa ng isang doctor”.

“Mabait siya talaga, pero maraming nagalit sa kanya sa mga pina-tokhang niya ditto”, said another neighbor who also refused to be quoted.

Visaya’s wife is from, and lives in, Baguio City who manages their vegetable dealership business in that city.

The slain village chief is described as a “very good barangay leader” and who manages around forty hectares of farm lands most of which are planted with sugarcane.

He is a board of director of this town’s Association of Barangay Chairmen.

“We will no stone unturned and we will not stop our investigation until the killers are put to jail’, also said Estoro.
